The scout in this game should be super powerful. The Saboteur and Swindler are there to counter him. There is one less-useful card of each cost to give the Swindler some fun choices.

The Saboteur definitely made going for Gold and Provinces less desirable, but that's still how the winner took the game by 1 point.
